Comprehensive Planning
The Comprehensive Plan is a roadmap for the future of the County and serves as a guide for decision-making about growth, development, and the overall well-being of our community over the next 20 years. The previous Comprehensive Plan had been guiding land use and development decisions since 2007 and has been updated to address current conditions and priorities. Plans must be developed in accordance with Section 66.1001 of the Wisconsin State Statutes.
The Calumet County Board of Supervisors adopted the plan on August 19, 2025.

2045 Comprehensive Plan Update - Adopted
The 2045 Comprehensive Plan has been adopted by the Calumet County Board of Supervisors and is now ready for the participating municipalities to adopt and support the plan as well. The Plan is being presented as a Story Map, which provides a unique, user-friendly way to share documents that rely heavily on graphics and maps. Most graphics and maps in the Story Map are interactive and can be clicked to display additional data or expanded to zoom in or out on the extent. The Plan contains the following chapters:

2045 Comprehensive Plan - Adopted August 19, 2025
Note: The preferred land use map is a key part of the plan that establishes what land use communities would like to see for each parcel in the county 20 years from the plan’s adoption. Changes in a parcel’s preferred land use do not automatically change the parcel’s zoning district but provide options should the property owner want to pursue a zoning district change.
Comprehensive Plan Timeline
May 2007 - Original Comprehensive Plan Adopted
February 2012 - Comprehensive Plan Amendment
December 2016 - Minor Comprehensive Plan Amendment
Fall 2022 - Spring 2023 - County staff contacted local municipalities about their level of interest in joining the plan update process and presented at several local meetings
April 2023 - Calumet County held an organizational meeting with municipalities to determine interest in participating in a plan update. Of the communities consulted, 10 signed on to participate in the update
September 2023 - Request for Proposals posted for consultant services
Fall of 2023 - Consultant selection process with SRF Consulting Group selected for services
March 2024 - 2045 Calumet County Comprehensive Plan Update begins
May 2024 - Public Participation Plan adopted by the Calumet County Board of Supervisors and local municipalities
May 28, 2024 - Municipality Engagement Kick-Off event with all 10 participating municipalities to meet with the consultant team
Summer 2024 - Local meetings with individual partner municipalities, Public Input Survey launched, Informational booth at Calumet County Fair
September - December 2024 - Plan elements and Land Use planning categories revised
January -February 2025 - Draft – Future Land Use map created and posted for public review
February 26 and March 6, 2025 - Open House meetings for in-person discussions pertaining to the Land Use Map
April 14, 2025 – Comprehensive Plan – Story Map posted for public review with the first 4 chapters
May 16, 2025 - Comprehensive Plan - Story Map posted for public review with the next 2 chapters
June 5, 2025 - Complete draft chapters and draft Story Map posted for Public Review.
August 19, 2025 - Calumet County Board of Supervisors adopt 2045 Comprehensive Plan Update
